CAMPAIGN "FOR SOVEREIGNTY, STOP EXTRADITION”

EXTRADITION:
An obstacle to the political resolution of the conflict and a mechanism of impunity

Extradition is a mechanism related to certain political interests that are useful for imperialist countries and the reconfiguration of world order. Although regarded as an instrument of "cooperation" between states, its implementation has shown a false reciprocity that reflects the actual inequality in the current international climate. As a consequence, this mechanism jeopardizes democracy, the defense of human rights and peace building.

Far from being a neutral legal and effective figure at the service of justice, extradition has been used against the principles of sovereignty and self-determination of people.

In Colombia it has been implemented by US Government requirements, and it is frequently understood as a legal mechanism for the war on drugs. However, not everyone handed over by the government are big drug business capos; on the contrary, public opinion has known allegations of trials, in American courts of law, involving humble people falsely accused of trafficking cocaine and asset laundering. In addition, although the number of hectares of illicit crops has lowered in the past ten years, our country is, today, the second largest drug producer in the world, showing that the business continues as a transnational enterprise of capitalism, even though their visible leaders have been convicted abroad.

Beyond the unforgivable mistakes from the federal police of the United States and the lack of effective control by Colombian authorities when a request for extradition takes place, the application of this figure has brought major problems with it. Some problems relate to truth and justice access for victims of grave human rights violations. Another difficulty we embrace today is related to achieving a political solution to overcome the conflict, as it represents a threat against guerilla members who are taking big steps toward the building of a new society without the use of weapons.

Already in the past, extradition was applied as a tool to pressure rebel organizations. This was clear in the case of Farc-ep commander Simon Trinidad, as well as in the silencing of several paramilitary commanders who owe the country the truth about the highest responsibilities involved in the perpetration of bloody crimes against the Colombian population.

In contrast with the highest requirements of American authorities, and in spite of what has been said and documented on the role played in the internal armed conflict by both the Government of the United States and its corporations, in Colombia there is not even a slight interest from the justice administration to investigate and punish, still less to require by extradition, foreigners responsible of crimes that constitute human rights violations against our people.

And we cannot forget the state´s abandonment which Colombian citizens are subjected to when they are jailed in prisons outside the country. It’s almost impossible to verify their living conditions, and no letter of complaint been sent from the Colombian state regarding situations that, clearly, violate the principles and minimum standard rules for the treatment of the prison population.

Thus, there are compelling reasons to oppose the extradition of any Colombian citizen. First, for the sake of sovereignty and self-determination. Second, to ensure full respect of the rights of those deprived of liberty. And third, in order to move toward the satisfaction of truth and justice for victims of State crimes.

For this reason, once again we call on every Colombian citizen, every family and friend of prisoners, the whole international community, human rights organizations, political prisoners’ collectives and the social and political movement, to join forces in the campaign "For sovereignty, stop extradition”. Our aim is to: 

  • Reject and denounce the use of extradition as a violation of Colombian sovereignty.
  • Defend the peace process between Colombian Government and the insurgencies, promoting democratic peace building.
  • Expose the grave legal situation within prisons that people extradited by order of the Colombian State have to endure.
  • Demand the suspension and the definitive termination of the constant flow of extradited countrymen and the repatriation of those who have already been extradited.
  • Promote legislative reforms to stop extradition as a contribution to an alternative criminal policy under the paradigm of restorative justice.


Sovereignty of people is not an empty concept, but the scenario of permanent political dispute within and outside of the country; it is a necessary condition to achieve peace with social justice: Stop extradition!
